Landlord electrical safety certificates

Every private landlord in the UK now needs a five yearly electrical report, and the four nations arrived at that rule on four different dates. A two bedroom rental is £150 to £280. Scotland is the only nation that also requires appliances to be tested.

What is involved

England moved first, under the Electrical Safety Standards in the Private Rented Sector (England) Regulations 2020: new tenancies from 1 July 2020 and every existing tenancy from 1 April 2021. Scotland had been there since 2015 under the Housing (Scotland) Act 2006, and requires an appliance check alongside the fixed wiring report. Wales followed on 1 December 2022 under the Renting Homes (Wales) Act. Northern Ireland was last, on 1 April 2025, under the Private Tenancies Act (Northern Ireland) 2022. The interval is five years everywhere, or sooner if the report itself says so.

The paperwork obligations are where landlords most often fall short, and they are specific. A copy goes to the existing tenant, normally within 28 days of the inspection. A copy goes to a new tenant before they move in, and to any prospective tenant who asks. A copy goes to the local authority within seven days if they request one. Where the report requires remedial work, it has to be completed within 28 days or sooner if the report demands it, and written confirmation of completion goes to the tenant and the council.

Penalties are civil rather than criminal, and they are large enough to be worth the diary entry: a local authority in England can impose up to £30,000 for a breach. The practical risk is quieter than that. An out of date report complicates a possession claim, a mortgage renewal on a buy to let, and an insurance claim after a fire, and all three come up at moments a landlord has not chosen.

Choosing someone for the job

Ask whether the price includes issuing copies in the format the council accepts, and whether a re-issue after remedials is included or charged as a second visit. Ask for a portfolio rate if you have more than two properties, because the saving is real. Ask the inspector to date the report from the inspection rather than from the remedial sign off, so the five years run from the right day.

When did this become a legal requirement where I let?

England: 1 July 2020 for new tenancies and 1 April 2021 for all. Scotland: 2015. Wales: 1 December 2022. Northern Ireland: 1 April 2025. The duty is the same shape in each, and only Scotland adds appliance testing.

What happens if the report comes back unsatisfactory?

Remedial work has to be done within 28 days, or sooner if the report specifies a shorter period, and written confirmation that it is complete goes to the tenant and to the council if they have asked. The clock starts from the date of the report.
